KEWAJIBAN DAN TANGGUNG JAWAB PEMERINTAHAN TERHADAP PEMENUHAN HAK ASASI ANAK DALAM BIDANG PENDIDIKAN PADA DAERAH TERPENCIL (STUDI DI DESA SIMATALU KECAMATAN SIBERUT BARAT KABUPATEN KEPULAUAN MENTAWAI
Abstract
Article 71 of Law No. 39 of 1999 on human rights. stated: "The Government shall be responsible, respect, protect, fulfill and promote human rights stipulated in this law, Problem formulation is 1) how to exercise the fulfillment of children's rights in the field of education in the village Simatalu districts siberut west Islands District Mentawai? 2) Are the constraints faced by the government SiberutMentawai islands district in the fulfillment of human rights? 3) Are the efforts to overcome the constraints faced by the government SiberutMentawai islands district? The method used in this research is the method penilitian sociological law that uses primary data as a data source. Data collection techniques are documents has become a study and interviews. From the results penilitian can be concluded that, 1) Implementation of the fulfillment of children's rights in the field of education in the Village area SimataluSiberut District West District Mentawai islands, has been implemented, with the way the government gives Assistance Fund Operations School as supporting the smooth passage of good education, giving special allowance in isolated or remote areas, 2) the limited budgets that until now still be obstacles to improving the quality of education and the lack of teachers, 3) Conducting government distribution of funds (BOS) School Operational assistance for remote areas.Keywords:Government,Children'sRights,EducationReferences
