PELAKSANAAN KEWENANGAN BADAN KEPEGAWAIAN DAERAH (BKD) KOTA PADANG DALAM PENGANGKATAN CALON APARATUR SIPIL NEGARA DI KOTA PADANG BERDASARKAN UNDANG-UNDANG NOMOR 5 TAHUN 2014 TENTANG APARATUR SIPIL NEGARA
Abstract
In carrying out its tasks the Government area city of Padang Padang City Government is certainly in need of human resources (HR) on duty in serving the public interest have participation in the effort to the task of Government and the implementation of the regional development of the city of Padang. The formulation of a problem is (1) how does the selection process for Candidate Civil Apparatus of State conducted by the staffing Agency area of Padang city? (2) whether the constraints faced by the staffing Agency area (BKD) city of Padang in the appointment of the civil State Apparatus in Padang city? (3) Whether efforts undertaken Staffing Agency area (BKD) Padang City Country in Rapture's civil Apparatus? The methods used in this study was Sociological legal research Methods that use the data as the primary data source. Techniques of data collection, namely the study of the documents and interviews. From the results it can be concluded that; (1) the process or procedures in the appointment of the candidate of the civil State Apparatus in the city of Padang has been in accordance with the provisions of the applicable Legislation. (2) the authority of the Agency's Staffing area of Padang city authorities in carrying out his duties in the appointment of the candidate of the civil State Apparatus in the city of Padang has been in accordance with the provisions of Act No. 5 by 2014 about Civil Apparatus of the State. (3) the constraints faced by the staffing Agency area (BKD) Padang city in Rapture's civil Apparatus of the State is the high interest in this community in following the country's Civil Apparatus tests, lack of understanding of applicants in a selection test run Civil Apparatus of the State system of Computer Assisted Test (CAT), the limitations of the computer unit in the implementation of the examination system on Computer Assisted selection Test (CAT).
