PERAN KEPOLISIAN RESOR LIMA PULUH KOTA DALAM MENANGGULANGI PEMERASAN TERHADAP SOPIR TRUK YANG MELINTAS DI JALAN SUMBAR-RIAU

Abstract

Police have an important role in law enforcement efforts. According to Article 13 of Law No. 2 of 2002 the principal task of the police is to maintain security and public order,enforcing the law, providing protection, shelter, and service to the community. One crime that occurred in the West Sumatra Riau is the crime of extortion against the truck driver. The offense is already troubling road users, therefore, needs serious measures in overcoming it. Problems in this study are: 1) what is the role of the police in tackling the exploitation of the truck driver. 2) What constraints faced by the police in tackling extortion. The study used a socio legal approach. This study uses primary data and secondary data. Data were collected through interviews and document study. Data were analyzed qualitatively. The results showed that: 1) The role of the police is: a) Conduct regular raids in areas prone to extortion, b) Conducting patrols on roads prone to extortion, c) Conducting outreach to the community, d) Follow-up actors. 2) Constraints faced by police is; a) Extortion has become a character group of people in the region, b) the lack of facilities and infrastructure owned by the police, c) Perpetrators of the crime of extortion is more anarchic and does not hesitate to hit back at the police, d) Victims rarely to report to the police because they do not want to be bothered.
