PERENCANAAN PABRIK PENGOLAHAN SAMPAH DI AIR DINGIN KECAMATAN KOTO TANGAH, PADANG DENGAN PENDEKATAN ARSITEKTUR METAFORA

Abstract

The purpose of this plan is to accommodate and manage the garbage that accumulates everyday in Padang city because according to the calculation of the amount of waste every year continues to rise 20% each year the results of the calculation for 5 years (2012-2016). Based on data from 2003, with a population at the time was 765,450 population produces 2,487.71m3 waste which only around 800m3 is managed by the government and the others are discarded everywhere and discharged into the river. Padang city in this case has a place of final disposal (landfill) bins in Air Dingin that still use open dumping system and continue to change the system into sanitary landfill system because  based on the Constitution No. 18 of 2008 Stated in Chapter XVI Transitional Provisions Article 44 that "Local governments should make plans to change the open dumping system later than one year following the entry into force of this Act". Although the regulation of new legislation has been enacted but in practice landfill in Air Dingin, the condition is still not optimal because it is constrained by the high costs to implement the system. This problems require a new idea and revolutionary solutions that exceed government thinking in terms of technological advancement where the sewage treatment plant capable of processing waste into new things more beneficial to society. Planning the sewage treatment plant to process organic waste into compost and anorganic waste is processed into electrical energy from the incineration process and another results of incinerator is sand that can be used as construction sand. Not only solving the waste problem in town, but also regulates the transportation system to accommodate the waste from the house, the division of labor in everydistrict, and calculate the operational needs.
