Abstract
In Indonesia, numerous studies have emphasized the importance of rehabilitation services. One study highlighted the need to evaluate these services at the health system level, emphasizing the importance of comprehensive data analysis to improve service quality. According to Statistics Indonesia (BPS), West Sumatra had the highest percentage of villages recording drug traf icking cases nationally in 2019, at 27.92%. This was followed by Riau with a percentage of 26.35%, East Kalimantan with 23.51%, DKI Jakarta with 22.1%, and North Sumatra with 22.08%. The establishment of a drug rehabilitation center in Padang City, West Sumatra, is an important endeavor that requires a comprehensive understanding of the local context and challenges faced in managing drug and illicit drug abuse. Several studies provide valuable insights into related aspects such as public health, drug abuse, rehabilitation services, and the impact of social and environmental factors. In West Sumatra itself, there is no drug rehabilitation center, so establishing one in the city of Padang would be useful to include drug abusers who have not received rehabilitation. The purpose of this design is for planning and development that is expected to handle the overload of correctional institutions that are mostly filled with drug case inmates and restore the optimal function of correctional institutions. The establishment of a drug rehabilitation center in Padang City, West Sumatra, requires a comprehensive understanding of factors such as public health, organizational performance, healthcare challenges, geographical factors, and cultural influences. The method used in this design is a qualitative approach with a case study method that examines a particular 'case' in the context or setting of contemporary real life.
