ANALYSIS OF FACTORS AFFECTING PARTICIPATION IN PROJECT PAMSIMAS (Water Supply and Sanitation Community Based) DISTRICT IN SOUTH SOLOK

ABSTRACT
The successful of PAMSIMAS project depends on the participation and the active role of the community in its implementation. From the result of the monitoring and evaluation of several villages, one that considered successful is Bukit Malintang village, Kecamatan Sangir and one that considered unsuccessful is Sungai Mintan village, Kecamatan Sangir Batang Hari. From this result, it is found the dominant factors which influence the level of community participation in achieving the goal and the successful of PAMSIMAS project in Kabupaten Solok Selatan. This research was conducted in Kabupaten Solok Selatan. The method in conducting this research was qualitative method. The data was collected by using Triangulation data which produced three methods (Chairiri 2009), the sample was collected by using proposional sampling. The data was collected by giving interview, participant observation and organization record. The process of analysis was using Linier Model or Flow model analysis. The result of the discussion of analysis by using linear analysis showed some factors which influence the level of community participation. The factors are the natural leader; community participation and cooperation; the community awareness of their needs; gender equality; the leader awareness to the poor; continuity of the project; transparency and accountability and trust. Each variable has given a great influence to the level of the community participation toward PAMSIMAS project.

ABSTRAK
Keberhasilan proyek PAMSIMAS bergantung dari sejauh mana tingkat partisipasi dan
peran aktif masyarakat dalam pelaksanaannya. Dari hasil monitoring dan evaluasi, Jorong
yang dianggap berhasil adalah Jorong Bukit Malintang Kecamatan Sangir dan Jorong
yang diduga kurang berhasil adalah Jorong Sungai Mintan Kecamatan Sangir Batang
Hari. Dari penelitian ini dapat diketahui faktor-faktor dominan yang mempengaruhi
tingkat partisipasi masyarakat dalam mencapai keberhasilan dan tujuan dari Proyek
PAMSIMAS di Kabupaten Solok Selatan. Penelitian ini dilakukan di Kabupaten Solok
Selatan, dengan memakai Metoda Kualitatif, teknik pengumpulan data penulis memakai
Triangulation data yang menghasilkan tiga metade (Chairiri 2009), dilakukan
pengambilan sampel dengan sampling proposional dan sebagai alat pengumpul data
digunakan Wawancara (Interview), Observasi Partisipatif (Participant Observation),
Telaah Catatan Program (Organisation Record), kemudian proses Analisis penulis
menggunakan Model Linier atau analisis mengalir (Flow model analysis). Hasil analisa
dan pembahasan dengan menggunakan analisis Linier didapatkan faktor-faktor yang
mempengaruhi tingkat partisipasi masyarakat adalah Pemimpin berbasis
masyarakat(naturalider); Partisipasi dan Kerjasama masyarakat; Tanggap terhadap
kebutuhan; Kesetaraan gender; Keberpihak-an pada masyarakat miskin; Keberlanjutan;
Transparansi dan akuntabilitas; Rasa percaya (Trust). berpengaruh terhadap faktor yang
mengukur tingkat partisipasi masyarakat. Setiap variabel memberikan pengaruh yang
sangat beragam terhadap faktor dalam pengukuran tingkat partisipasi masyarakat
terhadap proyek PAMSIMAS.
