ANALYSIS OPERATIONAL PERFORMANCE, SATISFACTION LEVEL OF FISHERMAN AND OPTIMALIZATION STRATEGY IN THESERVICE OF MARRINE NEED IN BUNGUS FISHING PORT OF WEST SUMATERA

ABSTRACT
This research aims to know 1) the optimalization of Bungus Fishing Port (BFP) on the service of providing the sailing need (ice, water and fuel) in BEP and (2) the development strategy of fishing port performance of bungus. Location of the research was Bungus Fishing Port (BFP). Sample was taken by simple random sapling amount 43 people. This research was done from July to November 2012. analysis method was executed by descriptive data in the field. The satisfaction rate of customer was measured by Customer Satisfaction Index (CSI) and performance by using Importance and Perforamnce Analysis (IPA) by estimating the rest value by using gap analysis. In order to formulate the optimalization strategy of sevice was done by SWOT analysis.
The result of research showed that collectively the fisherman felt satisified to the BFP’s performence with CIS was 0,72 (fuel), 0,74 (ice), and 0,74 (water). Based on Importance and Performance Analysis (IPA) was obtained the higher satisfaction range to the available of water production and ice, location, accessible and good distribution system of offering the product and price. While the lower satisfaction range were the price of product, rapidity of water delivery, checking and controlling of water production and ice delivery. A larger gap analysis value were the price of water and ice of offering with the gap value from -,37 to -3,5, water delivery system -0,95. A Smaller gap analysis was the capacity of water production and the price about -0.02 and -0.23. the result of SWOT analysis to take a strategy policy showed that the priority of choosing strategy was ST recommended for BFP 1) to increase the human resource welfare in order to catch the program opportunity of improving the fishery production, 2) to add the vessel of fishing transportation and trapping unit of the fish was able to catch the opportunity of fisher production, 3) to increase the transportation condition in the delivery line of the product of giving the easiness of accessibility in BFP to the location of fishing ground 4) to fulfill the facility equipment of BFP and assure the service quality by giving the easiness of sailing permit, 5) to increase the operational performance of BFP to reduce the threat of outer fishing ports and competitive price from a new rival.

ABSTRAK
Penelitian ini bertujuan untuk mengetahui; (1) optiomalisasi kinerja operasional PPS Bungus terhadap pelayanan penyediaan kebutuhan perbekalan melaut (es, air, dan solar) di Pelabuhan Perikanan Samudera (PPS) Bungus dan (2) strategi pengembangan Kinerja Pelabuhan Perikanan Samudera (PPS) Bungus. Lokasi penelitian adalah Pelabuhan Perikanan Samudera (PPS) Bungus. Sampel diambil secara simple random sampling berjumlah 43 orang. Penelitian ini dilakukan pada bulan Juli-November 2012. Metode analisis dilakukan secara deskriptif berdasarkan fakta yang ada dilapangan. Tingkat kepuasan diukur dengan Customer Satisfaction Index (CSI) sedangkan mengukur kinerja diukur berdasarkan Importance and Perforamnce Analysis (IPA) dengan mencari nilai selesihnya melalui Gap Analysis. Untuk merumuskan strategi optimalisasi pelayanan dilakukan analisa SWOT.Hasil penelitian memperlihatkan secara keseluruhan nelayan telah puas terhadap kinerja PPS Bungus dengan nilai CSI yang cukup tinggi yaitu 0,72 (BBM), 0,74 (es), dan 0,74 (air).Berdasarkan Importance and Performance Analysis (IPA) didapatkan atribut tingkat kepuasan baik adalah ketersediaan jumlah produk air dan es, letak lokasi, kemudahan dan kelancaran sistem distribusi pemesanan produk serta harga. Sedangkan atribut yang tingkat kepuasan rendah adalah harga produk yang ditawarkan, kecepatan pengiriman air, pengecekan dan pengawasan produk air dan es yang dikirim. Atribut dengan kesenjangan terbesar adalah atribut harga air dan es yang ditawarkan dengan nilai kesenjangan -,37 dan -3,5, sistem penerimaan air -0,95. Atribut dengan nilai kesenjangan terkecil adalah kapasitas produksi air dan harga air yaitu -0.02 dan - 0.23. Hasil analisis SWOT terhadap pengambilan strategi menunjukkan prioritasi pemilihan strategi ST yang merekomendasikan pelabuhan untuk melakukan 1) peningkatan Kesejahteraan SDM yang masih rendah agar mampu menangkap peluang program peningkatan produksi perikanan, 2) Menambah kapal pengangkutan ikan dan unit peanngakpan ikan yang mampu menangkap peluang peningkatan produksi perikanan, 3) Meningkatkan kondisi transportasi pengiriman produk yang memberi peluang Akses PPS Bungus ke lokasi fising ground 4) Memenuhi kelengkapan fasilitas PPS Bungus dan menjamin mutu pelayanan dengan membeikan kemudahan izin melaut, 5) meningkatkan kinerja Operasional PPS Bungus untuk memperkecil ancaman outer fishing ports dan harga kompetitif untuk memperkecil pesaing baru.
