ABSTRACT

This study highlights the problem of road damage that often occurs in Jambi Province in particular to the three district of the city include the Kota Jambi, Kota Sungai Penuh dan Kabupaten Kerinci. Road damage can be caused by many factors, but the focus of research is the damage caused by the low quality of labour as one of the important functions in the implementation of the road construction work. This study estabilished four job titles are Asphalt Finisher Operator, Asphalt Mixing Plan Operator, Asphalt Sprayer Operator, and Road Asphalt Worker. In order to achieves workplace competencies for the four job tittle mentioned, the government has drawn up a national codification of competence, but competence in the implementation area codification is not necessarily able to applied because it is associated with some constraints. Therefore, this study will reveal things that would be significant obstacle to the achievements of skilled labor competency standards for each position. Throught correlation analysis obtained a significant main constrains affecting the achievement of skilled labor competency standards for each service, including technical knowledge is a constraint perform daily maintenance on the achievement of competency standards for operator Asphalt Finesher with correlation value of 0,595. While for the post of Asphalt Mixing Plan and Sprayer Operator successful achievement of competency standard greatly influenced by knowledge of the type and nature of the material with consecutive correlation value is equals to 0,865 and 0,677. For the last term Asphalt Road worker achievement of competency standards influenced the level of knowledgeabout the working methods with a correlation value of 0,791. Based on the constraints that have been presented, it is highly recommended to all interested parties to be able to formulate corrective actions can be taken to minimize these constraints, for the example by conducting short training for each position

ABSTRAK

Penelitian ini menyoroti masalah kerusakan jalan yang sering terjadi di Provinsi Jambi khususnya untuk tiga kabupaten kota meliputi Kota Jambi, Kota Sungai Penuh dan Kabupaten Kerinci. Kerusakan jalan dapat disebabkan oleh banyak faktor, salah satunya seperti rendahnya kualitas tenaga kerja. Penelitian ini menetapkan empat jabatan pekerjaan yaitu Asphalt Finisher Operator, Asphalt Mixing Plant Operator, Asphalt Sprayer Operator dan Road Asphalt Worker. Dalam rangka pencapaian kompetensi kerja untuk empat jabatan kerja dimaksud, pemerintah sudah menyusun bakuan kompetensi secara nasional, namun dalam pelaksanaanya didaerah bakuan kompetensi dimaksud tidak serta merta dapat diterapkan karena terkait dengan beberapa kendala. Oleh sebab itu penelitian ini akan mengungkapkan hal-hal yang akan menjadi kendala signifikan pada pencapaian standar kompetensi tenaga kerja terampil untuk masing-masing jabatan. Melalui analisis korelasi diperoleh kendala utama yang signifikan mempengaruhi pencapaian standar kompetensi tenaga kerja terampil untuk masing-masing operator, diantaranya pengetahuan tentang teknis melaksanakan pemeliharaan harian merupakan kendala pada pencapaian standar kompetensi untuk operator Asphalt Finisher dengan nilai r sebesar 0,596. Sementara untuk jabatan Asphalt Mixing Plan Operator dan Asphalt Sprayer Operator keberhasilan pencapaian standar kompetensi sangat dipengaruhi oleh faktor pengetahuan tentang jenis dan sifat material dengan nilai korelasi berturut turut adalah sebesar 0,865 dan 0.677. Untuk jabatan terakhir Road Asphalt Worker pencapaian standar kompetensi dipengaruhi tingkat pengetahuan tentang metoda kerja dengan nilai korelasi sebesar 0.791. Berdasarkan kendala yang telah dipaparkan tersebut, maka sangat disarankan kepada seluruh pihak yang berkepentingan untuk mampu merumuskan tindakan-tindakan korektif yang dapat dilakukan untuk meminimasi kendala tersebut, misalnya dengan melakukan pelatihan singkat untuk masing-masing jabatan.
