ABSTRACT

Many factors affect the implementation and completion of a project, particularly road construction projects. One of the most dominant influences in the implementation and completion of the project is a factor of the ability or competence of human resources (HR), especially at the managerial level to lead and coordinate the implementation and completion of a project in the field. Therefore, in order to ensure the successful implementation and completion of a project. One important aspect that needs to be known by the organizers of the project is the competence of the project manager to be put in place in leading the project activities on the ground. Based on this, the study sought to determine the factors competencies include knowledge and skills that most affect the performance of managers supervising the implementation and completion of a project. The research variables are identified based on competency standards contained in SKKNI. Instrument research using questionnaires and linear regression method and frequency distribution in data processing. The final results obtained are 3 factors that affect the achievement of standards competency supervise managers are the expertise and knowledge managers in the contract documents, negotiations, methods and techniques of analysis and evaluation of the work, expertise and knowledge of managers in terms of environmental impact control, security and resource procurement resources, expertise and knowledge in the administration of the project. Factors mentioned as well as a description of the size of the task to be fulfilled by a manager to supervise the work of the road and bridges.

ABSTRAK

Banyak faktor yang mempengaruhi pelaksanaan dan penyelesaian sebuah proyek, khususnya proyek pembangunan jalan. Salah satu faktor yang paling dominant berpengaruh dalam pelaksanaan dan penyelesaian proyek tersebut adalah factor kemampuan atau kompetensi sumberdaya manusia (SDM), terutama pada tingkatan manajerial yang memimpin dan mengkoordinasikan pelaksanaan dan penyelesaian suatu proyek dilapangan. Oleh sebab itu guna menjamin keberhasilan pelaksanaan dan penyelesaian sebuah proyek. Salah satu aspek penting yang perlu diketahui oleh penyelenggara proyek adalah kompetensi manejer proyek yang akan mereka tempatkan dalam memimpin kegiatan proyek dilapangan. Berdasarkan hal tersebut, penelitian ini mencoba untuk mengetahui factor-faktor kompetensi yang meliputi pengetahuan dan keterampilan yang paling mempengaruhi kinerja manajer supervisi dalam pelaksanaan dan penyelesaian suatu proyek. Variabel penelitian diidentifikasi berdasarkan standar kompetensi yang tertuang dalam SKKNI. Instrumen penelitian dengan menggunakan kuesioner dan metode regresi linear serta distribusi frekwensi dalam pengolahan data. Hasil akhir penelitian didapatkan 3 faktor kompetensi yang mempengaruhi pencapaian standar kompetensi jabatan manajer supervisi yaitu keahlian dan pengetahuan manajer dalam hal dokumen kontrak, negosiasi, metode dan teknik analisis dan evaluasi pelaksanaan pekerjaan, keahlian dan pengetahuan manajer dalam hal pengendalian dampak lingkungan, keamanan dan pengadaan sumber daya, keahlian dan pengetahuan dalam hal administrasi proyek. Faktor-faktor dimaksud sekaligus menjadi ukuran uraian tugas yang harus dipenuhi oleh seorang manajer supervisi untuk pekerjaan jaringan jalan dan jembatan.
