ABSTRACT

This study highlights some of the problems and obstacles that arise in the implementation of e-procurement in the Sungai Penuh City. Implementation begins with some of the problems that arise from the process of procurement of goods and services that have been held with the manual. Moving on from the results of the monitoring of the implementation of this manual are the weaknesses of this study will answer the three main objectives associated with the problem of identifying the factors that influence the effectiveness of the implementation of e-procurement process, reviewing the level of readiness of the government of the Sungai Penuh City in the implementation of the procurement of goods and services sold in the Sungai Penuh City, compose the steps taken by the government to implement e-procurement optimally in the Sungai Penuh City. Through descriptive statistical analysis used in this study, it can be concluded that several factors have a significant constraint in the implementation of e-procurement, the Human Resources Factor, Technology Factor and Factor Process. These three factors must be understood as a strategic step for Sungai Penuh City Government to implement e-procurement is to be maximal future coming, so weaknesses can be obtained manually addressed.

ABSTRAK

Penelitian ini menyoroti beberapa masalah dan kendala yang muncul dalam pelaksanaan

e-procurement di Kota Sungai Penuh. Pelaksanaan diawali dengan beberapa masalah yang muncul dari proses pengadaan barang dan jasa yang selama ini diselenggarakan dengan manual. Beranjak dari hasil pemantauan terhadap kelemahan penyelenggaraan manual ini maka penelitian ini akan menjawab tiga hal pokok yang menjadi tujuan terkait dengan masalah ini, yaitu mengidentifikasi faktor-faktor yang mempengaruhi efektifitas pada implementasi e-procurement proses pengadaan barang dan jasa, meninjau tingkat kesiapan pemerintah Kota Sungai Penuh dalam penerapan pada proses pengadaan barang dan jasa di Kota Sungai Penuh, menyusun langkah-langkah yang dilakukan pemerintah Kota Sungai Penuh untuk menerapkan e-procurement secara optimal. Melalui analisis statistik deskriptif yang digunakan dalam penelitian ini, maka dapat disimpulkan beberapa faktor kendala yang memiliki pengaruh signifikan dalam penerapan eprocurement, yaitu Faktor Sumber Daya Manusia, Faktor Teknologi, dan Faktor Proses. Ketiga faktor ini tentunya harus dipahami sebagai salah satu langkah strategis bagi Pemerintahan Kota Sungai Penuh untuk melaksanakan e-procurement ini secara lebih maksimal dimasa akan datang, sehingga kelemahan-kelemahan yang diperoleh secara manual dapat diatasi dengan baik.
