ABSTRACT

Road infrastructure is one element of transportation intended to facilitate the conduct of persons or goods movement from origin to destination. Management of the fully implemented by the government, as one of the obligations in the provision of public services. Roads as one local infrastructure assets need to be managed and function optimally. Management and financing of roads is a matter that can not be separated. In general, the availability of the budget for each area have a limited source of income so that the earmarked funds were limited too. Moving on from a few facts on the ground is therefore the need for a comprehensive note on the subject of performance of the road network in the Sungai Penuh City of the terms of aspects of Road Infrastructure Index (GDI), with Index and Mobility Index and its operational steps in improving the performance of the road network in the Sungai Penuh City also considered very necessary to be known. The results of the calculation parameters concludes the current condition of the road infrastructure in The Sungai Penuh City remained at the limit being the value IPJ 0.459 average while index Accessibility and Mobility with the average for the past 4 years that is equal to 4. Considering the existing standards can be concluded that the condition of the current road infrastructure still needs improvement efforts overall. By paying attention to these problems appear to realize some ideas for alternative solutions in the implementation of road infrastructure maintenance assets include: improvement of road infrastructure management mechanism, governance reform in the organization of road infrastructure, the implementation of multimodal freight transport optimization to reduce the volume of vehicle movements on the road.

ABSTRAK

Infrastruktur jalan merupakan salah satu elemen transportasi darat yang ditujukan untuk memudahkan orang atau barang dalam melakukan pergerakkan dari tempat asal ke tempat tujuan. Pengelolaan jalan sepenuhnya dilaksanakan oleh pemerintah, sebagai salah satu kewajiban dalam penyediaan pelayanan publik. Jalan sebagai salah satu asset infrastruktur daerah perlu dikelola serta difungsikan secara optimal. Pengelolaan dan pembiayaan jaringan jalan merupakan suatu hal yang tidak dapat dipisahkan. Pada umumnya ketersediaan anggaran untuk setiap daerah memiliki sumber pendapatan yang terbatas sehingga dana yang diperuntukkan jalan pun terbatas pula. Beranjak dari beberapa fakta lapangan tersebut maka dari itu perlunya diketahui secara komprehensif tentang masalah kinerja jaringan jalan di Kota Sungai Penuh yang ditinjau dari aspek Indeks Prasarana Jalan (IPJ), Indeks Aksesibilitas dan Indek Mobilitas beserta langkahlangkah operasional dalam upaya peningkatan kinerja jaringan jalan di Kota Sungai penuh juga dipandang sangat perlu untuk diketahui. Hasil perhitungan parameter tersebut menyimpulkan saat ini kondisi infrastruktur jalan yang ada di Kota Sungai Penuh masih berada pada batas sedang dengan nilai IPJ rata-rata 0,459 sementara Indek Aksesibilitas dan Mobilitas dengan rata-rata selama 4 tahun yaitu sebesar 4. Jika memperhatikan standar yang ada dapat disimpulkan bahwa kondisi infrastruktur jalan saat ini masih memerlukan upaya-upaya perbaikan yang menyeluruh. Dengan memperhatikan permasalahan tersebut muncul berbagai pemikiran untuk mewujudkan beberapa alternative solusi dalam pelaksanaan pemeliharaan infrastruktur asset jalan antara lain : perbaikan mekanisme pengelolaan infrastruktur jalan, perbaikan tata kelola dalam penyelenggaraan infrastruktur jalan, optimasi penyelenggaraan multimoda angkutan barang untuk mengurangi volume pergerakan kendaraan dijalan.
