PUBLIC PERCEPTIONS OF SIBERUT BIOSPHERE RESERVE AS A SMALL ISLAND CONSERVATION

ABSTRACT

Biosphere reserve is an area management concept for harmonize conservation purposes either land or coastal ecosystems with economic development based on research results with respect to the utilization of natural resources, including cultural richness that is recognized by the UNESCO MAB program to Promote a balance between man and nature. One of the biosphere reserves in Indonesia is of Siberut Biosphere Reserve. Since established in 1981 to be seen how the local people's perceptions of the biosphere reserve and future management strategies. Methods used were questionnaires and interviews, and the data were analyzed using SPPS for Validity, Reliability Test, Multiple Linear Regression, R² Test, F Test, Frequency Distribution and management strategies using SWOT analysis. The survey results revealed that poor public perception of the existence, condition, function and threats the existence of Siberut Biosphere Reserve. But on the other hand, people's perception of their participation in the management, their belief in Siberut biosphere reserve can improve the economy and support the development of Siberut Island is quite high. SWOT analysis of the results obtained by park management strategies Siberut Biosphere Reserve forward the creation of forums / institution / consortium in co-management, community-based activities in reference to the system of zoning, zoning synergize with small island management programs and to implement existing regulations currently in biosphere reserve management.

ABSTRAK

Cagar Biosfer merupakan konsep pengelolaan kawasan untuk tujuan mengharmoniskan konservasi baik ekosistem daratan atau pesisir dengan pembangunan ekonomi dengan berlandaskan hasil-hasil riset sehubungan dengan pemanfaatan sumber daya alam termasuk kekayaan kultural yang diakui oleh program MAB UNESCO untuk mempromosikan keseimbangan antara manusia dan alam. Salah satu Cagar Biosfer di Indonesia adalah Cagar Biosfer Siberut. Sejak ditetapkan pada tahun 1981 perlu dilihat bagaimana persepsi masyarakat lokal terhadap Cagar Biosfer tersebut dan strategi pengelolaan kedepan. Metode yang digunakan adalah kuisioner dan wawancara dan data yang diperoleh dianalisis dengan menggunakan SPSS untuk Uji Validitas, Uji Reliabilitas, Regresi Linear Berganda, Uji R², Uji F, Distribusi Frekuensi dan strategi pengelolaan dengan menggunakan analisa SWOT. Dari hasil penelitian diketahui bahwa rendahnya persepsi masyarakat terhadap keberadaan, kondisi, fungsi dan ancaman keberadaan Cagar Biosfer Siberut. Namun disisi lain, persepsi masyarakat terhadap keikutsertaan mereka dalam pengelolaan, keyakinan mereka terhadap Cagar Biosfer Siberut mampu meningkatkan perekonomian dan mendukung pembangunan di Pulau Siberut cukup tinggi. Dari hasil analisa SWOT diperoleh strategi pengelolaan kawasan Cagar Biosfer Siberut kedepan yaitu membentuk forum/lembaga/konsorsium dalam pengelolaan bersama, melakukaan kegiatan bernasis masyarakat dengan mengacu pada sistem zonasi, mensinergikan zonasi dengan program pengelolaan pulau kecil dan menerapkan aturan yang sudah ada saat ini dalam pengelolaan Cagar Biosfer Siberut.
