Abstract: This study aims to explain the development process of multimedia-based
multimedia learning device that is valid, practical, and effective on the text writing
material of the students of Class VII MTsN 14 Tanah Datar. Theories used are: the writing
theory proposed by Dalman (2015), the theory of procedural text proposed by Priyatni
(2014), learning tools proposed by Trianto (2012), and multimedia theory proposed by
Salomon (2011). This type of research is development research. This study uses 4-D model
consisting of 4 stages, namely define, design, development and disseminate. Multimediabased
learning tools are validated by experts. The practicality of instructional tools viewed
through teacher and student response as well as analysis of implementation observation.
The results of this study indicate: First, at the stage design of the storyboard obtained
validation results from experts of 86 with valid categories. so it can be interpreted that the
storyboard design is feasible to proceed to the multimedia design. Second, in the design
stage of multimedia framework obtained validation results from experts amounted to 88.41
with a valid category. Practicality of learning devices based on the response of
practitioners there are two namely; first, practicality by the teacher of 86.67 with practical
category. Third, practicality by students in the first stage of 93.67 with very practical
category, while in the second stage amounted to 84.96 with the practical category. The
effectiveness of learning tools consisting of student learning outcomes on prates that have
an average of 66.2 with more than enough qualifications, and on postes of 78.9 with good
qualifications. The student activity has an achievement of 85.6 with very active criteria.
Based on the description of data analysis can be concluded: (a) multimedia-based learning
tools developed valid; (b) multimedia-based learning tools based on teacher and student
responses at practical and practical stages 1; and (c) the effectiveness of multimedia-based
learning tools developed has improved from more than enough to be good (d), and student
activity in learning is very active.
