Abstract

Lecturers have the obligation to carry out teaching, research and community service. The
research is expected to produce outputs in the form of publications and intellectual property
rights in the form of copyright and patents. In fact, very few patents are filed with the
Directorate General of Intellectual Property. The issues raised in this study are: 1. What are
the factors causing the low ownership of patent rights in the University of Padang, 2. What is
the role of Higher Education to increase ownership of Higher Education Patent rights in
Padang City. This study used a socio-legal approach. This study used primary and secondary
data. Data was collected through interviews and document studies. Data were analyzed
qualitatively. The results showed that: 1. Factors causing the low ownership of the College
Patent in Padang City were due to: a. Lack of dissemination of information through
Dissemination of Patents, b. Patent registration fees are too expensive and the time for
handling an old patent, c. Lack of awareness of lecturers / researchers to register Patent rights
for their findings (Inventions), d. Difficulties of lecturers / researchers in making the
description of patents, 2. The role of universities to increase patent ownership of universities
in Padang City: a. Establishing Intellectual Property Centers in Universities b. Prepare and
budget research funds and provide rewards for lecturers / researchers who registered patents
on their invasion, c. held a socialization on Patents for Lecturers / Researchers in Higher
Education.
