Abstract

The deadline for membership status of JKN patients regulated in Permenkes No. 28 of
2014 concerning Implementation Guidelines for the JKN Program is an obstacle for
patients related to procedural procedures. This study was to determine the effectiveness of
the deadline for membership status of JKN patients for poor patients, the legal
consequences resulting from the efforts made from the deadline for membership status of
JKN patients. This research uses socilogical juridical method, by examining primary data,
namely data obtained directly from informants as many as 10 people and respondents as
many as 20 people as resource persons through interviews and secondary data. Data were
analyzed using descriptive analysis by describing and clearly describing the object under
study. This study found that the ineffectiveness of JKN patient participation deadline
policy for poor patients was because patients did not understand the rules, lack of
socialization of the existing rules and the low level of awareness of the administrative
apparatus in carrying out their obligations. The legal consequences of this are that poor
patients do not get excellent service, while health facilities are a burden that can cause
debts to hospitals. Efforts that can be made are to provide understanding in the form of
education, socialization to poor / incapacitated patients, improve staff HR and collaborate
with various stakeholders who have health insurance programs for the poor.
