Abstract

ABSTRACT The 1945 Constitution, especially in Article 34 paragraph (2) mandates the state to develop a social security system for all people and empower weak people who are not able to fulfill human dignity. In Article 4 of Law Number 36 of 2009 concerning health, it is stated that every person has the right to health. In reality, not all people can be served. The problem raised in this study are: 1) What is the implementation of health services for the poor at the first level health facility (FKTP) in Padang city 2)What are the constraints faced by the first level health facility (FKTP) in providing health services for the poor in the city of Padang. This study uses a socio-legal approach. The data used includes primary data and secondary data. Primary data was collected by interview and questionnaire. Secondary data was collected through document studies. The collected data is analyzed qualitatively. Based on the results of the study, it can be concluded that 1) health services for the poor at the first level health facility (FKTP) in the city of Padang Puskesmas has been running well and in accordance with the laws and regulations. 2) The obstacles faced by Puskesmas in providing services to the poor are: a. Human Resources are not comparable to patients served. b. Facilities and infrastructure are still insufficient for patients served. Keywords: Service, Health, Community, Poor
