EFEKTIFITAS PELAKSANAAN PENANGGULANGAN BENCANA KABUPATEN KERINCI

Abstract

Kerinci Regency is potential disaster area with alow treat level, midle level is and hasnot been set.As a
result of the disater there have been losses, victims, infrastructure damage. To reduce disaster risk a plan
heas been prepared Kerinci Disaster Managemen 2013-2018 period. In implementation it seems that the
reseach is not maximal for this porpuse: (1) to now the level of efektiveness implementation of policy, (2)
knowing the cause that effect efektiveness and (3) find recomendations for changes to alternatif district
disaster management poliecies Kerinci. The metodology use is a quantitative and qulitative combination
through Focus Group Discussion ( FGD) with populatist elements involved in disaster management and
comunities effected by disaster. Ditemination of the sample using a puposive sampling technique the
number of samples is calculated by the Solvin Equation. To determine the level of efektiveness calculated
based on the everage level of achievement of indicators based on the Hyogo Framewor fo Action.
Discovery of causes that effect the level of efektiveness and preparation of recomendations
alternativeness of implematating disaster management plilicies in Kerinci Rency with scores average of
3.16 (63.86%). Faktors that influence the level of efektiveness are :
(1) Transition of asset management auttority, change in nomenclature, instutional stability and BPBD
Personnel. (2) Integration of develovment plan with mitigation plans disasters that are integrated with
partisipatory pattern. ( 3) low regional potential identifying, monitoring risk and implementing an early
warning system (4) Not yet maximal knowledge utilization, innovation, and disaster risk research, (5) Not
yet effective comumnity preparedness for disasters. In order to make policy implementation more effective
recommended : (1) Colaborating on asset determination and BPBD institutional strengthening (2)
Develop disaster management policies in an integrated and integrated manner multisector develoment
with partisipatory pattern. ( 3) Increasing regional potential identifying, reviewing, monitorinf risk
through education, training, research. (4) Implement efforts to reduce the underlying causes of disaster
risk and complement them Disaster Management plan dokumen. ( 5) Improve impact assesment
preparation disaster risk, disseminating disaster risk data and reduction prosedures impact. (6) In order
for the implementation of disaster management policies to be carried out systematcally and effective mast
be guided by relevant legislation.
