FAKTOR-FAKTOR YANG MEMPENGARUHI KETERLAMBATAN PELAKSANAAN FISIK PADA PROGRAM NASIONAL PEMBERDAYAAN MASYARAKAT MANDIRI PERKOTAAN DI KOTA PADANG

Abstract

The National Program of Independent Society Empowerment for Citzen (PNPM-Mandiri) which is a society empowerment program from federal as the effort to build the indefendent of society and local government in the handling of sustainable poverty in the city area. In Pada city this program was held from 2006 up to now, where the entire village had applied the national program of independent society empowerment for citizen, one of the work types in this program was infrastructure activities. The concept of applying of infrastructure facility to this program used the society participation; it aimed to stimulate the owning sense of people toward the facility had already been built. The activity that heldthe national program of  independent society empowerment for citizen of Padang city was physical activites, for example contruct the bridge, road and toilet. The activity were planned in such away in order to run well. However, the phenomenon had happened in the field was the delay of finishing the physical construction activities. For that reason, this research explained the delay of physical work to the national of Independent Society Empowerment for  citizen Padang city. Method used in this research consisted of two part: those are, collection the data and analysis method. The result of research showed that the factor analysis have been exracted 18 variables into five dominan which influence the Delay Of  Physical Work To The National Program of Independent Society Empowerment for  citizen Padang City those are, employer mobilization, equipment, implementation and ciplict in the stages of execution. The control of environmental impact and administration as well as the time of execution, supervision the volume of work and working quality, and providing equipment and raw material. The fund allocation in the first, second and third stages, evaluative meeting in the field and controlling the cost of the project. By knowing all influential factors mentioned above, this, can be done the effective handling to avoid the Delay of Physical Work to the National Program of Independent Society Empowerment In this Citizen for the future.
