ABSTRACT
The implementation of the Minister of Maritime and Fisheries Affairs’ Act No. 71 of Year 2016
has been having an impact on boat lift net in Padang City. The purpose of the study was to
analyze the relationship between the Minister of Maritime and Fisheries Affairs’ Act No. 71 of
Year 2016, the barrers faced by fishermen, and the efforts made by the local government of the
Padang City. This study employed descriptive research method. The results of the study
revealed that (1) the linkage of the Minister of Maritime and Fisheries Affairs’ Act No. 71 of
Year 2016 was very close to Act No. 45 of Year 2009 concerning fisheries and the Minister of
Maritime and Fisheries Affairs’ Act No. 71 Year of 2016 with Article 27 issues 2 concerning
mesh size and wattage of lamps. (2) Certain barriers which were faced by fishermen in operating
the fishing equipment included the bureaucracy permission of SIUP, SIPI, Nets, lamp size, and
VMS for boat lift net above 30 GT. (3) Efforts made by the local government of Padang City
in order to implement Minister of Maritime and Fisheries Affairs Act No. 71 Year of 2016 was
based on the analysis of Strengths, Weaknesses, Opportunities, and Threats (SWOT) namely to
replace fishing tools (API) strategy, fishing tools aids (ABPI), the usage of API and ABPI boa
