Abstract

ABSTRACT
The condition of small qualification construction service providers, especially in Kabupaten
Padang Pariaman, in carrying out construction project work tends to have problems in terms of
company performance, namely time performance, quality performance, and cost performance. To be
able to compete and achieve good company performance such as time, quality and cost performance,
small qualification construction service companies must pay attention to the competence or quality of
their human resources, because the quality of human resources is one of the most important aspects for
the company's survival. The quality of human resources is believed to influence the time, quality and cost
performance in the implementation of construction projects.
In the procurement of construction projects, especially government construction projects the size
or level of quality of human resources is a very important requirement and gives a high value in the
evaluation process, because it is believed to have a major influence on the achievement of quality
targets, time and costs that have been set. A project manager has the main role of submitting the final
project results within the specified quality, time and cost criteria, including targeted profit. To be able to
carry out its roles and responsibilities in order to achieve the targeted objectives (quality performance,
time and cost), the project manager must have strong and clear competencies and qualifications.
From the results of the study found 11 factors that affect performance, namely; intellectual
ability, physical ability, basic ability, formal education, work experience, physical health, competence,
work environment, company management system, motivator and demotivator. From the results of the
factor analysis, it was found that these 11 factors were reduced to 3 factors: education & experience
factors, ability & motivation factors, competency & health factors. These three factors influence the
performance of the R Square value of 0.458. So it can be concluded that these factors affect the
performance of 45.80% and the remaining 44.20% is influenced by other factors
