CAUSES ANALYSIS AND IMPACT OF THE DELAY OF THE WEST SUMATERA PROVINCE ROAD CONSTRUCTION PROJECT

Abstract

Abstract. The development of provincial road infrastructure is always carried out in the province of
West Sumatra every year, but in the process often there are problems of delays in its completion. In
2018 the West Sumatra Provincial Public Works and Spatial Planning Office had 24 road
building/upgrading packages, of which 8 packages (33.3%) could be completed on time while 16
packages (66.7%) experienced delays in completion. So to find out the causes and effects of the delay
it is necessary to conduct research to analyze the factors and the impact of the delay and find
strategic solutions. This research was conducted with qualitative and quantitative methods, data
collection was carried out using a questionnaire sent via WhatsApp (WA) with the google form
application. To obtain the delay factors and their impact, an analysis was performed using IBM SPSS
version 16. The results of the study revealed that the delay was caused by project factors, contractor
factors, owner factors, financial factors, consultant factors, work method factors, transportation
factors, equipment factors and external factors as well as material factors. The impact of the delay is
related to finance, government and work location. Strategic solutions include the procurement of
sufficient material, free land, professional project management, preparing sufficient budget,
conducting training, in order to minimize delays and impacts in the future.
