KAJIAN SISTEM STANDAR OPERASIONAL PROSEDUR (SOP) e-PROCUREMENT (Studi Kasus : Pengadaan Barang/Jasa Pemerintah Secara Elektronik di LPSE Provinsi Sumatera Barat)
Abstract
This study highlights some of the problems that arise in the implementation of Standard Operating Procedures (SOP) and the preparation of a framework Standard Operating Procedure (SOP) LPSE e-procurement in West Sumatra. Implementation begins with the identification of issues concerning the implementation of the Standard Operating Procedure (SOP) that emerged from some of the providers of goods / services.Move of the results of monitoring of the implementation and development of SOP's framework, this study will answer two main things that the objectives associated with the problem, the problem of identification of the Implementation of Standard Operating Procedures (SOP) and the preparation of the framework identifies the Standard Operating Procedure (SOP) e-procurement.Through descriptive analysis used in this study, it can be concluded that the implementation of the Standard Operating Procedure (SOP) to fail to run as a result of the human resources are not invested in a position related to its capacity. not the process evaluation of the planning and preparation of the system refers to the organizational structure and working procedures as well as the main duties and functions, this is evidenced by the existence of deviations from verifying the data provider, the announcement of the award of the tender to be caused by the lack of a sense of responsibility for the policy issued and the absence of sanctions applicable law.This is certainly should be understood as a strategic step for the Government of West Sumatra to be optimal in the dissemination and capacity building of human resources through education and training programs to the provider, and the framework of the preparation of SOP is expected to be more complex,is made as simple as possible and to provide clarity to some policy activity.
