EVALUASI KESIAPAN PENGGUNAAN SISTEM PENGADAAN BARANG JASA SECARA ELEKTRONIK DI KABUPATEN TANAH DATAR

Abstract

A study concerning the evaluation of the government readiness to the implementation of procurement of goods and services electronically in Tanah Datar regency, this study aims to determine the exact condition of the current electronic procurement of goods and services in the scope of Tanah Datar government from the aspects human source, technological aspects and aspects of the process. Several indicators of readiness for electronic procurement services should include indicators of readiness of local government consisting of stakeholder support and the ability of local governments to implement e-Procurement, and the indicator of readiness on the part of business and indicators of readiness of the community. There are three factors considered crucial for the successful implementation of e-procurement, first is human factor related to the level of education, training, top level management support, LPSE adoption by users, second is technological factors related to the development and deployment of e-Procurement technology it self,  and the last is a factor which is affected by changes in process management, performance measurement and strategy implementation of e-Procurement. Through this qualitative research with descriptive methods, it can be seen the current state of the implementation of e-Procurement in Tanah Datar.
