Abstract

Inside the execution of a construction project, planning and control is a function of the most
fundamental in realizing the success of the project, resulting in the completion of the
management faced in efforts to more effectively and efficiently uses of resources human,
financial, information, technology, equipment, facilities and materials. The project's success can
not be separated from the activity of a series of projects covering the stages of planning,
implementation and monitoring so that the intended purpose can be achieved. The problem that
arises when these environment projects of Dinas Pekerjaan Umum Kabupaten Kerinci data from
the last five years 2009 to 2013 shows a decrease in the ability to achieve project performance
caused by several things, among others: the extent and scope of the project is not firm, project
administration is not laid out well so the impact on the timeliness of completion and
implementation costs. This study aims to identify the factors causing low gains of the time and
cost of construction projects in the Dinas Pekerjaan Umum Kabupaten Kerinci well as to
determine the degree of influence or contribution generated by each of these factors to the gains
of the time and cost of our future. The final results of this study concluded that the dominant
factors that cause low gains of the cost and time of the completion of construction projects in the
Dinas Pekerjaan Umum Kabupaten Kerinci include Initiation and Planning Works, Execution
Control of Employment, Evaluation and Resource Management, Overall these three factors has a
significant influence on the gains of cost and time, this is indicated on the R2 value obtained for
each performance measure, which affects 97.2% and 98.2% performance fees affect time
performance.
